PlaNet Finance Morocco
(PFM) is a Moroccan law association working
in the microfinance sector.
Created in 2002, PFM is
today made up of a team of 25 persons.
PlaNet Finance Morocco aims to support the
microfinance sector in Morocco by means of
capacity building programs for local actors,
especially the MFIs (Microfinance
Institutions).
The projects are carried out in close
collaboration with Moroccan partners (MFIs,
National Federation of Micro credit
Associations, authorities) and supported by
banks, private donors and bilateral
cooperation organizations.
The achievements of PlaNet Finance Morocco
in 2005 were as follows:

Training and information and technical
assistance activities:
opened in 2003, the Resource and Training
Centre organized several seminars on various
subjects (management, operational, legal,
governance…) targeted at MCAs (finance
managers and accountants, field workers,
etc.) as well as at the management,
consultants and academicians. The training
option is complemented by technical
assistance to the MCAs as a function of
identified needs: strategic plan drafting,
establishment of internal controls, and
revision of the procedures… Three
conferences were organized with the Grandes
Ecoles
and Universities, on micro finance and its
employment opportunities for young graduates
and PFM participated in the launching of the
international year of micro credit.
●
Support for the fishing and handicraft
sectors: in
collaboration with the National Office of
Fisheries, a convention was signed to fund
street vendors
of fresh fish of the port of
Casablanca. The project consists in
equipping the street vendors
with mopeds provided with
isothermal chests.
In partnership with NGOs specialized in
technical support to artisans, PFM covers
the funding option through micro credit.

Establishment of the microfinance portal in
Morocco: so as
to facilitate the exchange of information
between the various actors of the sector and
increase its visibility vis-à-vis the rest
of the world, PlaNet Finance Morocco
launched a microfinance portal:

Project Habitat:
PFM supports, at its request, the Ministry
of the Habitat for the use of micro credit
to eradicate unsanitary habitats. The
Ministry of the Habitat wishes to develop,
with several MCAs, micro credit dedicated to
the renovation of unsanitary housing.
●
Credit bureaus:
PFM handed
over a credit risk bureau to the MCAs, a
practical tool for the consolidated counting
of client engagements so as to avoid over
indebtedness of micro-entrepreneurs.
●
Funding:
PFM participates in
funding MCAs and in the creation of
refinancing tools.
In 2006, PFM launched two new priority
areas:

Microfinance in the rural setup:
initiated towards late 2005, the project
aims to reduce the inequalities of
development between the urban milieu and the
rural world and to contribute to the
improvement of the living conditions of
rural populations. PFM is going to support
four MACs who wish to establish themselves
in rural areas and develop new financial
products tailored to rural activities

Support and services to micro-entrepreneurs:
after launching the projects initiated in
favor of this target population, PFM
directly undertakes the capacity building of
the micro-entrepreneurs by implementing
technical trainings to improve revenue
generating activities and reinforce their
autonomy through educational programs
PlaNet Finance Morocco has completed its
action plan 2003 – 2005 and is launching its
new tri annual program. This action plan
focuses on the following issues:

Supporting existing
actors in the development of microfinance
and not micro credit alone. If micro credit
is incontestably now a real success in
Morocco, well developed and widespread in
the Kingdom, PFM desires to support, in
coming years, those who want to develop
other financial and non financial services
for the poorest sections. Specific actions
are provided on the themes of
micro-insurance and popular savings,
●
Supporting partner MCAs
in the establishment of programs targeting
the coverage of new populations by
establishing new products and also
deployment in regions not yet totally
covered (especially remote rural areas),
●
Continuing to support the
MCAs, which request it, with institutional
reinforcement
●
Maintaining and
developing existing transparency and
communication tools on the micro credit
sector (portal, mapping, sector studies…)
●
Supporting “new comers”
who want to develop financial programs
targeting very small informal enterprises,
The majority of these projects enter the
framework of the INDH and PFM will attach
special attention (taking their evident
social impact into account) to the
development component of microfinance in
rural areas and to direct support for the
most disadvantaged of rural women.
